energy more affordable. despite that the obama administration has held up the project citing environmental concerns. james rosen is joining us with washington with more details. james? >> heather, good afternoon, about two weeks remain in a 45-day period of public comment on the latest environmental impact study released on keystone and after that in mid april. the ball will be back in the administration's court. portions of the 175-mile pipeline are being built and portions held up by the obama administration, citing, as you say, environmental concerns. as envisioned by the trans-canada corporation the pipeline would be the second of two. the first is already pumping close to 600,000 barrels of oil a day in from canada. and the second would bring online an estimated 830,000 barrels a day. >> it's now been more than 1600 days since the initial permits were filed for building the pipeline. to put that in perspective, it took the united states a little more than 1300 days to win world war ii. and it took lewis and clark about 1100 days to walk the louisiana purchase and back. .

much. we have breaking news right now in washington. john harwood with the details. over to you, john. >> maria, this is part of the sequester battle this is symbolic. you had president obama at the white house confirming he's going to return 5% of his salary since the beginning of the sequester, which hit on march the 1st. now, the president makes $400,000 a year. that's a little more than $30,000 a month, which means that 5% of that for a month, so far, we're just in the beginning of april, is less than $2,000. not a consequential amount of money, but this is part of the president's attempt to get the high ground, especially as some of the sequester effects kick in. i wouldn't be at all surprised, we heard a similar thing from chuck hagel, the defense secretary, because a lot of the defense cuts are coming in defense, earlier today. i wouldn't be surprised if we hear that from some members of congress, with the question of leadership as well. but principally, only for those who like president obama, don't actually need that money, maria. >> john, thanks so much. john, let me ask you

in a show of military might. dan lothian is live from washington. we're hearing this headline, dan, but at the same time we're also learning from the obama administration they have this so-called playbook for north korea. >> that's right. that was first reported by the "wall street journal" now independently confirmed by cnn that there was this playbook whereby the north korea did one thing, then the u.s. would react in a certain way. now there's this concern though, according to one official that perhaps they may have pushed north korea's leader too far. so they're dialing things back just a bit. keep in mind over the last several weeks the u.s. really has been beefing up its presence in the region. twice last month the u.s. said b-52 bombers that fly over south korea as part of what we are told is a routine mission. there were navy ships sent to the region and then just yesterday, of course, we find out that this missile defense system will be sent to guam. a lot of concern because many u.s. officials really don't know kim jong-un. they believe that he is unpredictable. perhaps c
